CONCLUSIONS
a contextual analysis of Guatemala updated every 6 months, the coordination of NGOs and Cooperatives (CONGCOOP)
1. In Latin America is a struggle to defeat neoliberalism, which is still held by the conservative oligarchy and the continent with U.S. support.
2. The change of government in the United States has not been a major shift in U.S. policy on Latin American countries. The Government of India has prioritized its geopolitical interests above those of Latin America as evidenced by its position on the coup in Honduras and the installation of military bases in Colombia.
3. In 2009, the Executive had to face the economic crisis caused by the global crisis, food crisis, rising violence and the institutional crisis created by the Rosenberg case. The management of these crises had limited success and progress achieved on some social issues, but could not move in relation to security.
4. The Congress remains a discredited body and in which there was no progress in passing important laws, especially by the opposition to the death to carry out some political parties and business groups.
5. The judicial body, the weakest, corrupt and dominated by power and criminal groups underwent aggressive treatment to implement its reorganization and cleansing by the International Commission Against Impunity in Guatemala (CICIG). The results of the actions should be considered positive and the highest impact in 2009.
6. The social situation in Guatemala did not improve in 2009 on economic and social rights. You kept the violent evictions and murders and attacks defenders of social and human rights with impunity.
Our countries have regulations and outdated laws, abundant and inoperative, do not correspond to the aspirations and contemporary reality.
